Quarters No. 1 is the oldest building at Fort Monroe and was the home of the Commanding Officer of the fort from 1819 until well into the 20th century. The two-story brick building has been restored to its appearance during the Civil War and is open to the public for tours.

During the American Civil War, Fort Monroe served as a Union army base and was one of the largest Union strongholds in the Confederacy. It was also used as a training ground and hospital for Union soldiers. In 1861, Union General Benjamin Butler declared Fort Monroe a "Contraband of War" and allowed three escaped slaves to take refuge there, beginning the fort's role as a key site in the Underground Railroad.

Today, Quarters No. 1 is open to the public for tours and is a popular spot for weddings and other special events. The first floor of the house is furnished as it would have been during the Civil War era, while the second floor features exhibits on the history of Fort Monroe and its role in American history.
